Is it "national security", the US exercising it's single point of control over a system based on a hierarchical delegation of authority (as in the chain of command in the military), or "corporate privilege", the few intelligence/military contractors reaping the rewards of a new market while maintaining control over the databases of domain contacts and the ability to conduct high-level traffic analysis, or BOTH?
