The BORDERS are built into the protocol: BORDER GATEWAY PROTOCOL (BGP) is an essential part of the routing of internet traffic, as defined by the switches and firewalls that form the boundries between the privately- owned loose confederation of "corporate nation-states" that we call the Internet. The packets that traverse those borders do so by agreement and not by right--firewalls and access rules form the checkpoints and the customs police that decide which data packets may pass and which may not.
